Royalties are paid on minerals, oil, and gas extracted from public lands. Pelosi wasn't calling for anything new. She just said it to imply otherwise.

As for what the government uses the royalties for ... thats for the politicians to decide. Pelosi will likely see a good bit is directed to supporting whatever she's invested in. But thats jmo.
