I believe Kazakhstan is all broad gauge railroad - a legacy of once being part of the Soviet Union. So as long as the Kazaks want to export to Russia, it'll roll smoothly.
But the Chinese use standard gauge so it's a no-go there. Tell me GE is going to standardize all Kazak track and I'll take you seriously.

EDIT - I just checked it out. The Kazaks are building a new line on standard gauge to link the Caspian coast to the Eastern border. The goal is to cut rail time from Europe to China (or more likely the other way around). Interestingly, the route west goes through Iran.
