'Governments' consist of people (temporary office holders, bureaucrats with temporary existences as all are mortal, etc.) but the nation's PUBLIC ASSETS are legally OWNED by the United States of America --- and only only held in trust or administered on our behalf, by our legally elected representatives. LEGAL OWNERSHIP resides with the United States of America, (a sovereign nation), and not with any 'government'.
