Wrong.

The 'government' does not have any legally recognized "ownership" of "public property" per se.

The ownership resides with the NATION (not with 'the government', which merely represents the interests of the nation.)

Federal Ownership is defined as ownership by the NATION as a whole. (Administration though is handled by the legally constituted national representative government.... :-)
