what you need is for outside management firms to come in and advise proper staffing levels. you will get cheaper trash pick up if you outsource to private pick up.. let the people contract with several in the area. towns etc do not need to be in the trash business and picking up huge benefit packages.

rochester ny police was on cable yesterday complaining about loss of federal funds for cops yet they still get money for security spending... However, Rochester cops came up with 80 from the inside staff that they put back in police uniforms and back on patrol. Oh, captain says a lot of important stuff not getting down now...

I would like to see a study by an outside firm done on Rochester police efficiency.

You can take this to every department in the cities and towns and find decades of jobs that could be surplused, It seems every time someone is elected they need to find a few jobs for their supporters.

i know of one job that didn't have enough work for one full time person that now over the last ten or 15 years has five on the payroll doing the scope of work.

sometimes a recession has its benefits, when it forces cut backs in spending.
