Smartest thing (especially for Bush) we could do now is declare victory and start pulling out. It isn't "declaring victory". We have won, although there will continue to some skirmishes. I agree with you, however, that it is time to start withdrawing, and we have done that. But this is a process that will require a couple of years. You can't arbitrarily determine to pull troops out in 16 months. Most importantly, we must have strong foreign policy experts at the controls, not some neophyte liberal who literally doesn't have the first clue about foreign policy, war, or how to do this.
