As factcheck points out, it isn't obviously true. There isn't enough oil to make a dent in the price of oil. That is reality.

Now true, if they can effectively extract the kerogen from oil shale, that would make a dent. But we don't have the technology.

He wasn't making it a campaign event per se. However, because the Pentagon did not offer their objections until right before the event, he only had his campaign staffers with him. And they were the crux of the problem.
