Clinton could have killed bin Laden and the next hundred guys in line at al Quaeda and 9/11 was still bound to happen as long as there were places where those guys had safe haven. It's not like they built their own reactor and created fissionable material and set off a nuke someplace. ANY 19 whackos with enough money to buy a plane ticket and the basic knowledge of steering a 747 could have done the same thing. Right now, al Queada has a nice safe place in Pakistan and they've created it during the time that Bush was in the Whitehouse AFTER 9/11.
