New York's law, which is regarded as the least restrictive among the states, permits a psychiatrist to commit a person who is deemed a danger to himself or others and persons who are ''in need of care and treatment in a hospital'' or ''lack judgment for the need of treatment.''

The law allows up to 60 days of commitment before seeking court authorization.
