As for biotechs being undervalued, certainly many biotech investors feel that way. The problem is that there is tremendous uncertainty with the great majority of biotechs since they do not have earnings. Some never will. So determining their value is an exercise in hypothesization. Verrrry risky. That's why the potential rewards are so high. When and if we get a bad market, the biotechs are likely to be among the first to be hit hardest. IMO.
