I do not consider keeping confidential information from falling into the wrong hands to be by definition a lie, same with military strategy. If you have no other concise understanding of the term, we probably are not communicating clearly.

I consider a lie to be an utterance or action intended to deceive, and in the context of this discussion ... an utterance or action intended to deceive those who have lent you their trust as a public servant.
