and that the paper silver/gold would be corrupt and decouple from the physical silver/gold.

The implication, to me, is that the paper silver/gold market would have to be corrupt for this to occur. I would think in the face of that, all things considered, that physical would explode in price. And lots of other greatly undesired side effects would occur. This sort of event, imo, could lead to confiscation of bullion.
