Did that author, or those who recommended it here, read or hear and understand what he said? He was talking about AmeriCorps and the Peace Corps. It is right that we should spend at least as much to prevent or reduce the need to use military force, as on the capabilities and equipment and staffing and training for its use, and its use. It's like the saying "An ounce of prevention ..." chicagotribune.com which includes: "Loving your country shouldn't just mean watching fireworks on the 4th of July," Obama said. "Loving your country must mean accepting your responsibility to do your part to change it. If you do, your life will be richer, our country will be stronger."
