Because protocal says they await the Governor's request. The prior Govenor is the one who screwed it up. You are also wrong abou the race of the people in NOLA! You are such a demented little SOB. Why didn't he declare a state of emergency in 2005 when Hurricane Katrina was zero-ing in on NOLA?! The answer is that the La., governor is now a Regressive Republican and NOLA is now mostly inhabited by white folks...
