I changed my post to exclude financially neglectful because that's a different topic... Yes, it is. She gets the kids because of gender bias in the family court so he gets to be called a deadbeat. If he got the kids, maybe she could be a deadbeat, too. So your question was about how hard it is to get the subject of a restraining order to comply? That's like drunk driving: the driver's license is taken away but the driver continues to drive without a license. If a mother or father fails to comply with a restraining order, she or he should go to jail.
