It's something of such a broad scope encompassing every corner of our lives, it would naturally be an extraordinary investment. Again, I think he's speaking idealistically to paint a clearer picture of his position on what's needed. The practicality of such a comprehensive venture going from concept to reality within any presidential term isn't there. Obstacles at every step of the way. Start with a fraction of the funding and you probably needn't explore any further. His idea is on the right path. Making citizens feel more secure by ensuring their basic needs are met and their hopes are nourished.
