This has some potential for optimizing solar cell output - if you can match the dye out wavelenghts with the maximum conversion wavelenghts of solar, there may be another few percent in efficentcy available.

As for finding the right dyes, what this guy needs is to hire a chemist with some experience in dye development who can work with a libarian who knows how to do chemical research. There are millions of know organic compounds that have known, published and digitized infrared spectra. That's one starting point. There are software programs that will predict the spectra of most simple compounds based on quatnum mechanics.

That will get them find a number of families of compound to look at.

The military camoflauge people have done a bunch of research on near -IR absorbtion and emission, some of that work will be available.

This is a chemistry problem, and I expect most of the people working on this are from EE and Physics.

It may take some time for them to re-invent the wheel.
