What I said was that Palin possibly knows more about resource development policy than any other governor. She's the one at the top who's driving this huge complicated process.

The potential gas glut is a recent development. The industry spent billions to build LNG import terminals in the lower 48 that are now running at only 25% capacity because of unanticipated domestic shale gas production.

TransCanada tentatively plans an "open season" in 2010 to solicit long-term contracts for gas delivery. However, this bidding could be negatively affected by surplus gas production in the lower 48. In particular, there is a shale gas play called in eastern BC near the proposed pipeline terminus. If the numbers don't pencil out, the project won't be built.
