Have you seen dysfunctional bureaucracies? Of course they're made up of people. The whole structure is set up in ways that ensure these people butt heads and do redundant or useless work.

It happens in the private sector all the time, but the companies that suffer from that either fall away or are on artificial life support.

I don't see this as a question of American vs. Iraqi government. I see this as more of a question of American vs. EU-style government. Or to take it to the next level, American vs. Chinese communism. It's not easy spending $50 billion to host some spectacular-looking Olympics, you know.
