Have you seen dysfunctional bureaucracies? Of course they're made up of people. The whole structure is set up in ways that ensure these people butt heads and do redundant or useless work.

It happens in the private sector all the time, but the companies that suffer from that either fall away or are on artificial life support.

Same thing happens in government. When a function becomes inefficient, then it's outsourced. I don't think you realize the funding pressure on government agencies.

I don't see this as a question of American vs. Iraqi government. I see this as more of a question of American vs. EU-style government. Or to take it to the next level, American vs. Chinese communism. It's not easy spending $50 billion to host some spectacular-looking Olympics, you know.

It's easier when you are spending US $'s.

The question is efficient vs. inefficient government. Efficient government, with good people, costs money. Just as it cost money to get top executives at Intel.

I went out yesterday morning and dispite heavy winds and limbs down everywhere (Gustov side effect), the streets were clear ad I had no problem driving. Probably you would take that for granted, but city, county and state crews were out all night cleaning up.... otherwise I would have had to stop every 1000 yards and move limbs out of the way.

All the stuff that government does doesn't happen without money or by magic...
