"Limited government" means realizing that the government's positive influence on a certain problem is limited and subject to unintended consequences, and that an overreaching bureaucracy usually does more harm than good.

That's different than the big government advocates who see some problem in society and immediately jump to the conclusion that government as one big collective is the most effective solution. Usually such a mentality is accompanied with the phrase, "We have to do something!"

And yes, Republicans all too often fall victim to the big government mentality. Look at the war on terrorism, for instance.
