Dictatorship is far more efficient and more orderly. If you prize order and direction in your society, then you need only find a dictator who is wise, far-seeing and incorruptable. Then you will be far better than democracy. But it's a tricky step to pull off. Perhaps Lee Kwan Yew of Singapore fits the bill; I can't think of anyone else.

An open question, however, is what is required of a society to be able to support a democracy. If a real civil society doesn't exist, with respect for minority rights, it may be that a limited dictatorship is the best that a society can achieve.
