According to Justice Potter Stewart, the "primary purpose" of the First Amendment was to create an institution outside of government to serve as a check on the three "official" branches of government. One of those functions was to insure that elected officials came under an appropriate level of scrutiny. It was fully envisioned by the FF that persons running for elected office would be carefully examined by the "printers" and they were given extreme flexibility in what they printed particularly so as to not limit their effectiveness in the unofficial oversight capacity.
