And would Federal money find its way into local building programs do you think? A lot of states are facing, or have faced, lawsuits by the poorer school districts saying that the state is not providing them an "equal" education by not adopting a state wide system of funding and in NC and Texas these suits have been successful. Legally that is--now the legislatures are charged with finding the money to make it happen.
