So is Russia.

Ukraine has Russians, including many inclined towards Russia, but it doesn't have regions pulling away or even actual separatist groups. In Georgia Russia portrayed Georgia's attack on the separatist regions as aggressive, because there was a ceasefire, and because there where Russian "peacekeepers" there, combine that with the fact that Russia's attack in to Georgia succeeded so quickly, and you get a much easier situation for Russia to deal with.

Russia could support separatist groups and try to bring about a Georgia like situation, but if its to succeed at all, it will take some time, and even with time it won't be as easy for Russia.
