And what did that produce? The circuit court that includes Texas has been locked up for them. I forget the number. A lot of cases get settled at that level without getting the visibility of supreme court cases. My guess is that it is more the rule than the exception. They are much closer to a clear majority on the court (four solid votes); one more appointment. And all decisions are increasingly slanted their way. Any majority has to include some elements.
