That would give us a much better idea of how much oil is there, but its a very strong egaggeration to say "There's a way to find out how much oil waits on the U.S. continental shelf."

Even after such surveys, exploration gives a more detailed picture, but even after that you don't get a real solid idea until you've actually been in production for a long time, and even then estimates change.
