Here's one possible objection that came to mind almost immediately.
Here in the US, though our telecoms market is supposedly "deregulated," I believe that the carriers still must file their rate plans ("tariffs") with the FCC, which must approve them. If rates were being set by auction by users, the bureaucrats would no longer have any power over the rates. Since bureacracies do not like to let go of power anytime anyhow, I would bet they would be unwilling to allow such a scheme. What do you think?
