Fuel consumption technology is basically using explosive such as alcohol and heat up water and air along in internal combustion engine.

Water and air are either cheap or free.

There are people selling kits of bottle of water to feed into air cleaner chamber. The extra water goes into intake manifold and adds water vapor into gasoline to help pushing the cylinder to drive cars. The efficiency depends on the percentage of additional water that goes in with the air. More than 7% is claimed.

The other is to add air by turbo charger, which is a high speed(9000 RPM) centrifugal compressor. The pressure increase is 19-23 PSI into the intake manifold. The extra air heats up to help push the cylinders in the engine.

Either way means you have to reduce the displacement of the engine. To reduce fuel consumption first, then add water or air for more power.
