The snapshot concept of elections has also been shown to be ineffective in actually leaving the voters with a sense that their efforts were represented.

A better way is the "consensus" voting, where each voter is given, for example, five chances to vote and can change their mind in the meantime. This is especially effective in primaries. They can try to pump up a favorite with all their votes, or promote their second choice if the first should happen to lose. It avoids marginal candidates.
