I took the original question about McCain to refer to foreign policy

I went back and looked at that after I had posted and I agree that it wasn't clear that the topic in question was graduate education in the sciences, which, of course, it wasn't.

Certainly, changing our foreign policy would be a good first move, and it wouldn't take long to accomplish that.

Can't argue with that. But I'd be amazed if it had any impact on education other than maybe to allow a few students from outlier countries in more easily, hardly a trend starter let alone a paradigm shift.
