I grew up in a few miles from a place where laughing barrels were in use.

I never heard the term used in a racial context, OTHER than where blacks referred to other blacks as being "uppity".

Much as blacks used the metathesised term "aks" for "ask" or the entire "language" of ebonics. It is just a different way of saying "arrogant".

Clearly, "arrogant" is a term that describes Obama.

Hell, even Jesse Jackson agrees that Obama is arrogant. "That Obama, he's talking down to black people." Isn't that precisely the same meaning as "That Obama, he's uppity"?"
