Iraq , as Germany and Japan before,has proven just opposite, Outside force can either suppress democratic development in the country or become a catalyst for democratic development.
Of course not in every country democratic development is possible

Earthly reality is more complicated . USA more interested in development of stable democracy in the middle of world oil deposit than in some shit hole in the middle of Africa.
