Kristol is the guy who first really pushed the strategy of goal oriented "research" aimed at producing scientific results compatible with free market economic ideals

I think perhaps Kristol took a cue from the tobacco industry, which was so successful at abusing "sound science" to further their political/economic aims by creating just enough confusion for many years in the public about whether or not tobacco was indeed dangerous, even when they knew it was from their own research.

Of course creating confusion and befuddling the public is a tactic that goes way back, at least back to 4th century Athens with the sophists, as Plato, Xenophon and others documented very well.
