Wrong incentive. The ideal purpose in my mind would be to incentivise the manufacturer to make an environmental friendly product.

Same incentive, different process.

The cost of the product includes disposal cost, which is a function of environmental rating. The buyer will pick the least expensive. To compete, the manufacturer will reduce the disposal cost resulting in an environmentally friendly product.

There is more than one way to effect the incentive. The buyer returning the product to the manufacturer for disposal is not the only one.
