When in November?

I don't know when. November is just a safe guess. We have no action out of the Conference Committee yet, and I know there is at least one unrelated controversial item (the "Hyde amendment" governing an attorneys' fee issue) that could slow it down. Clinton could line item veto this, yes, but there is no reason to believe he will. He's been very sparing so far, and kept the veto to pork barrel projects that can't be justified. This one is high profile and considered very justifiable politically.
