Eliminating all earmarks would reduce the deficit by 4%.

Eliminating every congressional earmark in the federal budget would save an estimated $18 billion a year. On Tuesday, the Congressional Budget Office forecast a deficit of $438 billion next year. Whacking earmarks would trim that by 4%, to $420 billion. Surely the candidates have a plan for dealing with the rest?
