What surpluses? There hasn't been any kind of surpluses for just about ever.

You do know that education is financed at the local level - right. The feds give out a little money for just stuff like special needs programs and teaching at risk kids before they enter kindergarden. BUT under Bush the feds without giving money pushed their program - "no kid left behind". That Palin could become president really puts new meaning to the role of federal government in education.
