As you can see the debt has grown every year since the 40's?

I'm talking Deficit - not Debt. Clinton did generate a surplus - which could have been used to cut the Debt, or employed to other good purpose. Bush senior chose to piss it away on a military adventure and tax cuts for the well-off and corporations.
