I'm talking Deficit - not Debt. Clinton did generate a surplus - which could have been used to cut the Debt, or employed to other good purpose. Clinton didn't really have a surplus. The govt is not balancing their books. They count revenue from social security without a corresponding obligation. If you do this kind of crooked accounting in govt, you go to the white house. If you do it at an insurance firm, you are convicted of securities fraud or a ponzi scheme and go to the big house.
