Conditions in the Arctic have been much better this year for maintaining ice, including lower temps and more cloud cover, and significantly more extend that froze last winter. Despite all this, the minimum is coming in pretty close to the extreme minimum of last year. This would tend to point towards a continuing decline, not a reversion to build up. No, it is not good news.
