what are you talking about? Senators have a bill full of a billion earmarks and it also includes stuff they need, they are literally forced to sign all this crap. There is no LINE ITEM VETO in the senate. To get rid of earmarks there needs to be leadership at the top, which there isn't on the republican side, they are the ones who practically invented earmarks. The dems had a paygo system in the 90s that controlled this stuff. The republicans flushed that, with their budget busting policies.
