I think it is silly to charge the victim, but I think people should realize this has been fairly widespread. North Carolina is still charging rape victims in 2008. Actually, the hospitals charge the insurance and then bill the police departments for the rest.

When Alaska passed their law, Illinois was still charging for rape kits. Obama authored a law to pay for rape kits, but it only applied to women on public assistance or without insurance. This is from US News and World Report February 21, 2008:

Knecht says she's recently heard from caseworkers in Illinois, Georgia, and Arkansas reporting that rape victims continue to be charged for their forensic exams.

This is the quote from the Mat-Su Valley Frontiersman article of May 23, 2000 and Fannon is the Wasila police chief.

"In the past weve charged the cost of exams to the victims insurance company when possible. I just dont want to see any more burden put on the taxpayer," Fannon said.

I suppose it is possible they collected from the insurance, but did not bill the victim the difference. I don't know. His statement about burdening the taxpayer is stupid.
