Mindmeld, you keep citing cover the energy waterfront "makes you feel good fuzzy stuff" incentives but refuse to identify the specifics on how or who or what would make it happen. What incentives? Who benefits? How much do they benefit? Who handles the payment of the benefits? How do we cover the cost of those benefits? Are there economic impacts? What should be done to reduce those economic impacts?
