My recollection was that the label was applied to the policy changes required for the initial reaction to 9/11 and that it was subsequently expanded. But I wouldn't put money on my recollection. It seems to me that what's important about the Bush Doctrine, in a nutshell, is that it was a change to our attitude toward the sovereignty of foreign states as a result of 9/11 "changing everything."
