I am not sure I understand your question. Did they make it public or should they have made it public, on the assumption that the phone call asked that Georgia refrain from sending troops into Ossetia without a winning strategy or at least consultation with Washington?

I believe such a call took place, in private. And I think it is appropriate to make such a call privately. Hence no evidence:
