But, that is not McCain's message. He is totally opposed to process of earmarks, where money is divided up not based on needs but on political power. He even partially blamed the Minn bridge collapse on things like the Bridge to Nowhere, saying the the political process of earmarks diverts funds from needed projects.

Alaska does not even supplement federal funds spent on transportation projects with state funds. They instead refund their surplus to their citizens. In other words: they don't need the money, but they take it and spend it anyway - Palin included. Palin even commented that Alaska should use its political leverage to secure more earmarks.
