This may be a tempest in a teapot. Isn't the browser going to be part of WIn 98. There was no mention of the legality of this but I presume there will be no problem. All sorts of software has been bundled with operating systems in the past. This will mean that Microsoft will not be able to force PC makers to distribute Explorer for just a few months. Since they are not charging for Explorer this will have no impact on sales.
