I assume the $1M Collins is allowing as the cost of the product liability claim is either based on special information of some sort... or merely a guess.

In any case it doesn't make much sense to me. If their insurance company is liable, it suggests that the total claim exceeds the policy limits by $1M.

If the insurer is not liable then one must wonder why Ramtron would pay such an amount based on a revenue sale of $200K or less... assuming the F-RAM part involved cost as much as twice the average ASP the for the company's F-RAM parts generally.

Or possibly Collins is inferring no product liability, but $1M in engineering/travel costs to determine and correct the problem in the field and the factory?

Unless they have special information its no more than a shot in the dark... but then... it is an "analyst" so there you are.
