So would you require standardized products, or just encourage them? (and if require, than how would you enforce it when trades just move offshore?)

The reasons you give are good reasons to have most trading avoid non-standardized products on small informal markets, but that doesn't mean that properly utilized such trading doesn't reduce risk, or at least transfer it without increasing it. In fact sometimes its the only good way to do so. Standardized products are just that, standardized, they don't fit every situation.
